Job Summary The Oregon Sea Grant is seeking a salaried Academic Wage: Coordinator-Research and Scholars position.
This is a full-time (1.
00 FTE), 12-month, fixed-term position.
This position is being filled on a temporary basis to cover while an employee is on protected leave.
The position is anticipated to end on August 31, 2024, or upon return of the on leave employee.
This position does not carry an expectation of continued appointment to the position or continued employment at Oregon State University.
This position reports to the Oregon Sea Grant (OSG) Associate Director for Research and Scholars to support development and execution of Oregon Sea Grant’s competitive research process, coordinate the Student Scholars Program, prepare proposal and project budgets related to National Sea Grant Office funding, assess and write outcome reports related to that funding, and manage the program development process and projects (reporting to the OSG Director).
The position also writes reports and proposals, prepares presentations, and works on special projects to grow Oregon Sea Grant and implement the Oregon Sea Grant Strategic Plan.
This position may involve occasional travel to conferences and meetings in Newport, Oregon and other coastal and in-state locations.

Key Responsibilities 40 % – Competitive Process Coordination: Participate in proposal and application solicitation, submission, and review processes, including, but not limited to: Develop/revise Request for Proposals and Applications, set up funding announcements on the OSG webpage and eSeaGrant database management system.
Maintain the SeaGrant.
admin email account, and mailing lists including RFP announcement, Fellowship opportunities, Scholars, and Funded PIs.
Update and manage webpages associated with the OSG Research and Scholars program.
– Help monitor submissions using the eSeaGrant proposal submission system, serving as a technical resource for principal investigators, students, and their home institutions/departments with preparation of proposal and application materials, and for reviewers using the eSeaGrant interface for state, regional and collaborative competitions.
Develop/revise and document intake and review processes, and facilitate communication with all participants.
Track, organize and package proposals and applications submitted to OSG opportunities, ensuring completeness and compliance with solicitation guidelines.
Communicate with OSU Office of Supported Research and Award Activities (OSRAA) as needed.
Help set up and document technical and relevance review panel meetings.
Coordinate student engagement, including but not limited to: Set up interviews communicate with students, partners and OSG staff.
Develop/revise interview questions.
Work directly with students to receive and provide feedback on interview and application process.
20% – Program Development Projects and Conference and Activity Support.
Report directly to the OSG Director Implement the Program Development process, and revise process as necessary based on evaluation Coordinate all aspects of the program development request and review process, which may include, but are not limited to: Serve as technical resource for principal investigators and reviewers using the eSeaGrant proposal submission and review system, compilation and distribution of all proposal materials to internal and external reviewers, including the OSG LeadershipTeam (as necessary), documenting and reporting on the evaluation and review process, communicating with all internal and external participants.
Coordinate all aspects of program development project management and reporting, which may include, but are not limited to: Communicate with principal investigators and their home institutions/departments concerning expectations, process, deadlines, milestones, and progress.
Serve as a consultant and providing technical assistance to principal investigators and their home institutions/departments using the eSeaGrant project management database system for requests and project budgets.
Work with funded principal investigators to assess and report project outcomes and impacts, serving as a technical resource for the eSeaGrant project management database system.
Update and manage webpages associated with OSG program development.
15% – Project Management: Manage required materials and documentation, including but not limited to: Develop/revise award and appointment letters and terms and conditions for successful proposals/applicants.
Compile and coordinate budget figures and other fiscal materials in the biennial NOAA SG Omnibus Program Plan, Minibus, and NOAA National Strategic Initiative calls, fellowships, contracts, sub-contracts.
Provide project management support, including but not limited to: Communicate with principal investigators and scholars concerning expectations, process, deadlines, milestones, and progress.
Provide technical assistance to principal investigators and scholars using the eSeaGrant project management database system and serve as a consultant for requests and on project budgets.
Solicit and track no-cost extension requests and annual reports.
10% – Project/Scholars Assessment, Outcomes, and Reporting: Work with funded principal investigators and scholars to assess and report project outcomes and impacts.
Work with OSG faculty and staff to report to the National Sea Grant Office as part of the Sea Grant Program Implementation and Evaluation System (PIER), including writing impact statements and reports as required by the National Sea Grant Office.
Provide evaluation and gather feedback on research and scholars program activities.
Look for potential synergies and integration opportunities for funded principal investigators and scholars across the Sea Grant program.
Keep records and provide necessary reports to OSU Extension, other OSU offices and units, and OSG.
Participate in pertinent OSG staff meetings.
10% – Professional Development and Scholarship: Participate in professional trainings, workshops, and conferences to advance the work of OSG.
5% – Special Projects: Prepare special project presentations, analysis, and reports.
Engage in strategic planning and analysis activities with OSG faculty and staff.
Draft proposals, literature reviews and reports for Sea Grant leadership to help develop integrated program initiatives.
Support OSG Leadership in proposals, partnerships, planning, event coordination, meeting/conference planning, etc.

What You Will Need Matriculation and at least 2 years’ experience in a Master’s or Professional degree program in marine or environmental sciences, resource management, public policy, public administration, resource economics or a related field that gives the candidate a firm basis in the physical and social sciences, or with policy/ administration.
2 years of experience with responsibility for program or project management, monitoring and coordination.
Demonstrated experience writing, preparing, packaging and submitting grants in a wide range of sizes, including developing and writing budgets and budget justifications.
Demonstrated ability to set priorities and meet deadlines.
Demonstrated ability to manage multiple projects/activities simultaneously, solve problems, make effective decisions, and work independently.
Possess excellent oral and written communication skills.
Demonstrated ability to work effectively as part of a team.
Demonstrated interest in and evidence of a commitment to promoting and enhancing diversity, equity, and inclusion.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq.
Incumbents are required to self- report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
