Job Summary Oregon State University Human Resources is seeking one or more Employee & Labor Relations Officers.
These are full-time (1.
0 FTE), 12-month, professional faculty positions.
Appointment may be as an ELR Officer or Senior ELR Officer depending on qualifications.
As an Employee and Labor Relations (ELR) Officer or Senior ELR Officer, you will be part of an ELR team that supports multiple employee types at OSU, including academic faculty, professional faculty, sworn police officers and public safety employees, classified staff, graduate assistants and supervisors of these employee populations.
You will also work closely with representatives from four collective bargaining agreements.
You will work closely with the representing unions and will provide expert advice and recommendations that support policy, laws, regulations, and collective bargaining agreements.
You will establish internal program compliance mechanisms for program consistency and collaborate with other HR professionals.
You will report to the Director for ELR.

Key Responsibilities 50% – PROGRAM ADMINISTRATION AND MANAGEMENT: Serves as a subject matter expert for employee and labor relation matters pertaining to represented graduate assistants, sworn police officers, and classified employees.
Responsible for the development, implementation, training, and management of employee and labor relation matters pertaining to the assigned employee populations.
This position develops, evaluates, and implements objectives and priorities for personnel programs, policies, and procedures to address new or revised regulations, internal operational needs and controls, and budgetary and programmatic changes to management issues.
When asked to do so, will work with university leadership and administration including the Office of General Counsel, the Office of the President, Vice Presidents, Provost and Vice Provosts, Deans, Department Heads, Directors, the Office of Equal Opportunity and Access, the Office of Audit Services, the Office of University Compliance and others.
Analyzes and makes recommendations regarding rules, regulations, and precedent decisions for impact on existing human resources programs and processes for assigned employee populations.
Ensures program compliance with rules, laws, policies, and procedures; evaluates quality of services and responds to University’s changing needs.
The ELR Officer will support program reviews and recommend process improvement to internal operations and controls, as well as internal service delivery.
Collaborates with HR Centers of Expertise and other stakeholders on the oversight and administration of human resources administrative processes and activities.
The Senior ELR Officer will conduct all the mentioned responsibilities as well as organizes and conducts employee relations program audits.
Provides after-action audit recommendations.
Plans and implements program changes in collaboration with the Associate Director-ELR and the Director-ELR.
40% – EMPLOYEE RELATIONS AND LABOR RELATIONS: Employee Relations Key fact-finder in represented graduate assistant, sworn police officer, and classified employee performance and/or departmental compliance.
Measures the conduct or report against university policy, known best practices, processes, departmental policies, procedures, rules, laws, collective bargaining agreements and other measures.
Recommends resolutions to leadership that are consistent with past practice and reflective of the level of the finding, if any, and of the incident or conduct.
Provides expert consultation, advice, and problem-solves with managers and employees on topics related to represented graduate assistants, sworn police officers, and classified employees.
Develops, conducts, and publishes specific educational supports for supervisors.
Advises supervisors in the development and communication of formal performance expectations.
Recommends action (e.
g.
discipline) if employees fail to meet performance expectations.
Coordinates performance management, evaluation, and administration programs.
The Senior ELR Officer develops and conducts supervisor and manager training programs for the University.
Conducts individual and group training tailored to needs of individual department or unit.
Labor Relations.
When assigned, serves as a negotiation team member, acting as alternate for a negotiation team, and/or serving as a note taker.
May develop bargaining proposals, assist with preparation for mediation/arbitration/fact finding, and act as an expert witness for administration.
Supports strike coordination with the Associate Director and Director of ELR.
As union liaison, coordinates resolution with departments.
Examines disciplinary and other work-related issues, complaints, and grievances.
Interviews witnesses, prepares reports of findings, and recommends appropriate action.
Conducts fact-finding relating to grievance and/or legal actions filed by represented graduate assistants, sworn police officers, and classified employees.
Collaborates, when asked, with the Office of Equal Opportunity and Access, the Office of Audit Services, the Office of University Compliance, Office of General Counsel, and others relating to similar actions or filings.
10% – OTHER DUTIES AS ASSIGNED: Supports ELR, as assigned, by serving on committees or participating in various programs or projects, which may include employee educational program design/development/delivery on employee and labor relations topics, or other subjects.
As needed, supports the consistent work of the Employee and Labor Relations team members by maintaining sufficient knowledge of each other’s duties and procedures to provide backup coverage in cases of absence with minimal disruption to the workflow.
What You Will Need Minimum/Required Qualifications for the ELR Officer Bachelor’s degree, and two years of professional level Human Resources experience or strongly transferable work experience.
Must demonstrate a commitment to anticipating, understanding, and responding to customer needs, whether in person, by telephone, or email, in a positive, confidential, and sensitive manner.
Flexibility, adaptability and a willingness to contribute to the success of the team or department goals.
Strong oral communication skills.
Prior experience or strong transferable skills in coaching supervisors/employees on performance management matters.
Ability to analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement effective course of action.
Ability to research, evaluate and analyze complex or conflicting data/information, develop valid conclusions and recommendations, and prepare clear and concise written reports on subject matter.
