Job Title: Self-Sufficiency Program Manager
Salary/Wage: $40.

Tribal Level 125 Location: Siletz, OR Classification: Full Time, Exempt Job Posting Number: 2273850 INTRODUCTION: The Self Sufficiency Program Manager provides administrative oversight of the 477-Self Sufficiency Program (477-SSP) and Vocational Rehabilitation Program (STVRP).
The Programs provide services to Tribal families, individuals and other Native Americans who are in financial need or who are in need of employment/training services.
The Program also provides services in early childhood home visiting and services to assist individuals with disabilities.
The incumbent provides coordination of services to address client barriers to employment and promote self-sufficiency.
The 477-SSP has services that include the following: Temporary Assistance for Needy Families, General Assistance for Single Adults, Non-Needy Caretaker Relative, Work Experience, On-the-Job Training, Emergency Assistance, Classroom Training, Youth Services, Childcare Assistance, Direct Placement/Job Retention, Core Services, and Home Visiting.
The Vocational Rehabilitation is ran alongside the 477 Program and additional programs may be added in the future.
DUTIES: Develop a comprehensive program that addresses the employment, training, barrier reduction, and social service needs of the target population.
Develop the Temporary Assistance for Needy Families (TANF) Plan, 477 Plan, GA Redesign Plan, other integrated grants and program policy manuals that comply with Federal, State and Tribal regulations.
Negotiate and track funding agreements with state and federal agencies to ensure on-going program services continue and meet the target population needs.
Negotiate and track Contracts / Intergovernmental Agreements / Memorandum of Agreements with various workforce investment boards, state agencies, banks (Relia-Card) and other applicable agencies.
Serve as a liaison with various agencies and organizations such as the 477-National Workgroup, Oregon Employment Department, Oregon Department of Justice (Child Support), etc.
Assess Program needs and develop goals and outcomes that meet the needs of the target populations.
Develop training tracts for program participants utilizing universities, community colleges, apprenticeship programs, and other vocational resources.
Review and approve all client files to ensure eligibility standards are met.
Authorize payment for services to participants.
Provide on-site visits of Self-Sufficiency in Salem, Siletz, Eugene, and Portland to ensure program compliance.
Conduct audits of client files to ensure accurate and complete records that meet Federal, State and Tribal standards.
Market the program with potential employers, local community groups, state agencies, other tribal governments, and program participants.
Monitor and ensure that baseline measures are maintained within program standards.
Responsible for the successful implementation and ongoing administration of the current database system and reporting required for program management and quality improvement; including all required staff training.
Advocate for Native American issues pertaining to program services.
Track pending State and Federal legislation that pertains to client services.
Provide draft testimony/input/feedback to appropriate administrative staff and Tribal Council.
Coordinate with other Tribal programs to develop client training and job development.
Seek out funding sources to address unmet program needs.
Develop appropriate grant proposals and budgets.
Prepare and submit all required reports for program and contract compliance.
Represent the Program in Tribal Court as it pertains to garnishment and appeals.
Coordinate with CTSI on economic development activities as outlined in policy.
Prepare program budgets from multiple funding sources and monitor expenditures to ensure adequate utilization.
Reports quarterly and yearly on approved goals/outcomes to the Tribal Council and required funding agencies.
Address staff and program participant grievances.
Supervise Self Sufficiency and Vocational Rehabilitation Program staff.
Train staff for program compliance, coordination of services and all program requirements.
Visit employers to determine the companies’ employment and training needs.
Maintain current information regarding referral resources throughout the service area.

SUPERVISORY RESPONSIBILITIES: Carries out supervisory responsibilities in accordance with the Tribes policies and applicable laws.
Responsibilities include interviewing, recommendation for hiring and dismissing employees, training employee, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.
Duties also include establishing budgets, staying within budgets, cuff accounts, budget reconciliations, program priority, program audits, staffing issues, program compliance issues, and training.
Requirements: REQUIREMENTS: Bachelor's degree in Social Sciences, Human Services, or Business and four years of experience managing / supervising a Human Services, Social Services, or Job Training/Employment program - OR - an equivalent combination of education and/or experience.
Knowledge of: Case management and service planning theories and practices.
Computer database systems include ability to manipulate data for required reports.
Leadership skills and employee development.
Microsoft word processing, database and spreadsheet applications.
Interpretation of Federal, State and Tribal laws, regulations and policies.
Correct punctuation, capitalization, spelling and grammar.
Experience in: Preparation of performance evaluations, preparation of staff development plans, handling employee grievances, addressing disciplinary issues, and staff training.
Developing complex budgets with multiple funding sources and reports.
Analyzing information from labor trends, employment outlook, job retention services, job placement information, economic development, and social service reports to develop appropriate program strategies and goals.
Monitoring monthly financial expenditures, which include taking corrective action for over/under expenditures.
Technical writing including grant preparation and report writing.
Ability to: Market the program to potential employers, local communities, other tribal governments / organizations, and program participants.
Interpret Tribal, State and Federal regulations for Self Sufficiency program operation.
Communicate effectively using both verbal and written skills.
Research, develops, and implements program goals and objectives.
Develop and maintain a public relations network throughout the service area.
Establish and maintain professional boundaries.
Multitask and the ability to manage multiple deadlines and projects at the same time.
